Luxembourg (Luxembourg)  - Institute of Air Navigation Services (IANS)/Training/Training Support & Tools (NMD/TRG/TST)

Function Group II Grades 4/5




The Network Manager Directorate (NMD) coordinates network management functions relating to network planning and operations and to the pan-European deployment of operational and technical improvements including SESAR-related enhancements. It provides support to deployment activities, management of network operations and to related network technical systems. In addition, NMD delivers ANSP/FAB support services and ATM Training and it monitors the network management contribution to the performance targets of Single European Sky (SES).


EUROCONTROL s Institute of Air Navigation Services (IANS), which is part of NMD, delivers unique high-quality training courses, tools and services in air traffic management (ATM) to various actors in the aviation community. The IANS library has been an integral part of that operation since its conception. 

The successful candidate will be responsible to:

- provide support with library acquisitions and book loans Agency-wide (with the exception of MUAC) and input acquisitions, loans, returns, etc in the database

- provide support to IANS instructors with the acquisition of articles, reports and books and with research and retrieval of specific documentation

- provide support to IANS course participants regarding documents and articles on ICAO, LSSIP and other EUROCONTROL specific topics, EUROCAE, and other research sources, and on Luxembourg

- provide support to Member States with their requests for documentation;
monitor social media for ATM related items and ensure the distribution as appropriate

- share relevant publications with IANS instructors

- where required, transpose training videos/DVDs to relevant media supports

- act as back up for the IANS Course Reservation Office

- perform any other task in line with the main purpose of the job.

Post-secondary education  (ie bachelor degree) attested by a diploma in a relevant subject.
In addition, minimum of 1 year of relevant experience as librarian or document management.
Knowledge of the recent multi-media techniques.
Knowledge with library software and on line media (ie search and retrieval engines).
Knowledge of the ATM environment would be an asset.

The working languages of the Agency are English and French. For this post, a thorough knowledge of English (oral/written) is required. Knowledge of French is required to the extent necessary for the performance of the duties. 

 An initial selection will be made by a Selection Committee on the basis of the candidates' qualifications and experience. Thereafter, those candidates considered suitable may be invited to assessment and interviews.
Candidates should apply on-line by answering the 2 questions of the on-line form, and attaching a curriculum vitae, preferably the Europass CV, and a covering letter in pdf format of 500 KB maximum.
Applications will be accepted from nationals of EUROCONTROL Member States only. Agency staff subject to the Staff Regulations governing officials, the General Conditions of Employment governing servants at the Maastricht Upper Area Control Centre, or the Conditions of Employment of Contract Staff are considered internal candidates. At the closing date of the notice of competition, internal candidates must have completed their probationary period.
The selected candidate will be offered a contract of three years pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. The contract may be renewed once for a fixed period of not more than three years. Before being confirmed in the post, s/he will be required to work probationary period of 9 months. 
The selected candidate will be engaged in principle at the basic grade of the advertised job bracket.
This notice may be used to draw up a reserve list for similar posts. The period of validity of the reserve list shall be for one year from the closing date.

Max Planck Institute Luxembourg: Available Position
Procedural law matters this could be the leitmotif for the new Max Planck Institute Luxembourg for International, European and Regulatory Procedural Law. The Institute has started its work in fall 2012 at its temporary location on the Kirchberg plateau, where you can see from the reading room the towers of the European Court of Justice.
